This is not a "think big" idea, but a short-term idea to fix what's broken, which are Mill Valleys roadways. Mill Valleys two main arteries, E. Blithedale and Miller are loaded with potholes and cracks. The Miller Avenue Streetscape project should help, but construction won't start there until 2013 and will take 5 years. I suggest resurfacing both of these arteries, as well as other roads that are in desperate need of repair, like Camino Alto between Miller and E. Blithedale and Sycamore east of Camino Alto. This will make driving and cycling in Mill Valley more enjoyable, while improving fuel efficiency.
