The City should implement the Affordable Housing Linkage fee which was adopted in the last Housing Element so funds can be generated from office projects that are about to be built. This idea does not need to be debated; it is adopted policy. It just needs to be implemented! If the City waits for HCD certification of this policy (which it already has done), opportunities will be lost.
